Today, the new centre-right AD alliance Government presented its housing program, called Construir Portugal, Nova Estratégia para a Habitação (Build Portugal, New Strategy for Housing).

The program consists of 30 measures which we outline below.
NOTE: Number 22 (in bold) applies specifically to Alojamento Local.

All measures involving fiscal changes will have to be first approved by Parliament – the Government will soon decide which measures in particular will be presented to the Parliament’s vote, and at that time we will be able to see what each measures mean in detail.

The days mentioned are the Government’s promise for timing to start on that particular action, and not a promise to have the measure approved in that time:


  1. Provision of Public Properties for Housing (build to rent) with affordable rent/price (90 days)
  2. Semi-automatic legal regime for the use of vacant or underused public properties by case-by-case presentation of a Housing project (10 days)
  3. Amendment of the Land Law to allow the use of rustic land for sustainable housing solutions:
    • Housing at Controlled Costs;
    • Affordable rental;
    • Temporary accommodation (BNAUT reinforcement);
    • Offer for functional houses: teachers, security forces, agricultural and industrial workers and the tourism sector
  4. Creation of Construction Bonus (increase in urban density indices and limits) (90 days)
  5. New Urban Centralities surrounding urban pressure areas, with sustainable urban plans (120-day study)
  6. State guarantee on credit for construction of cooperatives with delivery of public land (90 days)
  7. Lines of credit to promote build to rent (60 days)
  8. Pact with Sector Agents to increase construction capacity – stability of production capacity, industrialization of the process, attraction and qualification of resident labor
  9. Reduction of VAT to a minimum rate of 6% for housing rehabilitation and construction works, with limits depending on prices (until the end of the legislature)
  10. Unlocking 25,000 PRR homes with the adoption of a liability agreement from the Municipal Chambers, in order to speed up processes (10 days)
  11. Reinforcement of financing to enable the development of thousands of other candidate homes, but not financed in the PRR (30 days)
  12. Strengthen the IHRU’s promotional capacity through EPE Public Construction, in the implementation of the Affordable Rental Program dwellings (10 days)
  13. Forced lease revocation (10 days)
  14. Revocation of the Mais Habitação measure guaranteeing and replacing the State as tenant (30 days)
  15. Correction of distortions introduced to the Urban Lease Regime in the last 8 years (appoint working group)
  16. Creation of the investment contract for built-to-rent and available-to-let
  17. Make it possible to create one or more insurance contracts through a provider other than that of the lender’s preference
  18. Regulation, deepening and improvement of legislation to reduce bureaucracy and urban administrative simplification (90 days)
  19. Approve the Construction Code
  20. Implementation of the use of BIM methodology and proximity of municipal licensing platforms to interface with economic agents (120 days)
  21. Adapt the concept of controlled costs and affordable income to reflect the affordable housing segment in each location/moment. Generating greater predictability and longevity in the market (120 days)
  22. Local Accommodation, revocation of CEAL, the expiry of the AL license and transferability, and the change to the IMI aging coefficient (10 days)
  23. Creation of the IHRU Portal to monitor application processes (120 days)
  24. Public Guarantee for young people to enable bank financing (15 days)
  25. IMT and IS youth exemption: exemption for young people up to 35 years old in properties up to the 4th bracket (up to 316 thousand euros) (15 days)
  26. Reformulation of Porta 65: to put young people’s economic reality first, ending exclusions based on income limits (15 days)
  27. Emergency Program for Student Accommodation (15 days)
  28. Implementation of the National Accommodation Plan 2025-26: provision of an additional 18,000 beds (30 days)
  29. Streamlining income subsidy programs, eliminating restrictions, particularly on expiries (30 days)
  30. Creation of a transition regulation between supported income and affordable income, in order to ensure that there are no discontinuities in support (120 days)
